The
New Regulations
The Regulatory Reform (Fire Safety) Order
2005 became law on October the 1st 2006. Full details are available

Am
I Affected?
It applies to you if you are:
- responsible
for business premises
- an
employer or self-employed with business premises
- a
charity or voluntary organisation
- a
contractor with a degree of control over any premises
Where
does it Apply?
The Fire Safety Order applies in England and Wales.
What
is its Aim?
It places a greater emphasis on fire prevention in all non-domestic
premises.
What
does it Cover?
The Order covers 'general fire precautions' and other fire safety
duties which are needed to protect 'relevant persons' in case
of fire in and around most 'premises'. It requires fire precautions
to be put in place "where necessary" and to the extent
that it is reasonable and practicable in the circumstances of
the case.
Who
is Responsible?
A 'responsible person' is designated. In a workplace, this is
the employer and any other person who may have control of any
part of the premises, eg the occupier or owner. In all other premises
the person or people in control of the premises will be responsible.
What
is Involved?
A Fire Risk Assessment has to be made. This must focus on the
safety in case of fire of all 'relevant persons'. It should pay
particular attention to those at special risk, such as the disabled
and those with special needs, and must include consideration of
any dangerous substance likely to be on the premises.
How
will a Fire Risk Assessment Help?
It will help you identify risks that can be removed or reduced.
Just as important, it will help you to decide the precautions
you need to take against the fire risks that remain. It is a legal
requirement.
Keeping
a Record
Whilst a Fire Risk Assessment is required irrespective of the
number of employees, where there are five or more employees a
record of the significant findings must be maintained.
Fire
Certificates
Fire certificates are abolished and cease to have legal status.
